EAST TOSA SEWER IMPROVEMENT PROJECT

YOU’RE INVITED! OPEN HOUSE for MMSD’s Martha Washington/ Highlands Sewer Improvement Project

WASHINGTON ELEMENTARY SCHOOL

This summer, MMSD will begin construction on a major sewer improvement project that will:

  • rehabilitate 12,000 feet of
    MMSD’s sewers,
  • increase capacity, and
  • reduce the risk of overflows.

The improvements will extend the life of the MMSD’s sewer by 50 years.

The rehabilitation work will take place in sewers along North Avenue between 69th and 67t and through the following neighborhoods:

  • Washington Highlands
  • Tosa East Towne
  • Olde Hillcrest
  • Inglewood
  • Pabst Park

A sewer will be excavated and replaced on Garfield Avenue between 67th and 66th Street to increase sewer capacity.

At the open house, you will:

  • Meet the project team.
  • Learn about the process used to rehabilitate sewers.
  • Find out about the project timeline.
  • See the traffic plan that will be in place during construction.


The project will address the need for increased capacity and the reduction of sewer overflows. The improvements will extend the life of the current MIS by 50 years. Approximately 12,000 feet of MIS will be rehabilitated by lining segments to create a pipe within a pipe. This process is called cured-in-place-pipelining or CIPPL. This trenchless approach is cost-effective and reduces impacts on the businesses and residents during construction.

Work will progress segment by segment (manhole to manhole). There will be traffic impacts along the work areas. During construction, travel lanes will be reduced. Parking lanes and bike lanes will be closed in some areas. Traffic maps and travel impacts will be posted to this webpage before construction begins. They will be found in the project documents/resources section below.

The capacity improvement portion of the work will take place along Garfield Avenue between 67th St and 66th Street. The carrying capacity of the MIS sewer will be increased by increasing the size of the local sanitary sewer in this area, decreasing demand on the MIS. This sewer installation will involve digging the trench for the new pipe, connecting the sewer laterals, burying the new pipe, and restoring the roadway. Garfield Avenue will be closed to through traffic during the sewer construction and restoration work. Access to driveways will be provided.

PPNA Egg Hunt

Pabst Park children and grandchildren are invited to join us for our annual Egg Hunt and spring celebration with the Inglewood neighborhood association at the Washington playground on April 11, 2026 from 11:30am – 2pm, with the hunt beginning promptly at 11:30. This event is sponsored by our amazing business sponsor and Pabst Park resident, Tom Telderer with The Benson Group.

There will be 1,000 plus candy filled eggs to find, chalk drawing, bubbles, temporary tattoos, a spring themed craft, and even a visit from everyone’s favorite bunny.

Help make our egg hunt a success! Volunteers are needed the day of the event, April 11th. Great volunteer opportunity for middle & high schoolers or older adults without littles at home.

PPNA Trick-or-Treat

The PPNA is hosting night time Trick-or-Treat on Friday, October 31, 2025 from 6pm – 8pm. Any household within the PPNA borders, 60th to 68th, from North to Lloyd, may handout treats. Turn on your porch light to show your participation.

This is a PPNA sponsored event; please support your neighborhood association by joining the PPNA or renewing your membership at this time. Drop by 2112 N 65th Street between 5-8 pm to pick up a glow necklace for your child while supplies last!

Dust off your cobwebs; it’s time to show off your spooky spirit! This year, the PPNA is hosting an outdoor Halloween house decoration contest. The top 3 spookiest haunts will receive gift cards to local businesses! To nominate your home or a neighbor’s house send a picture and the address by OCTOBER 29th via DMs on social media or email pabstpark@gmail.com and we will ask neighbors to vote for their favorites on Facebook and Instagram! Pabst Park is from 60th to 68th between North and Lloyd. Take a walk around the neighborhood and send us your favorites! 

PPNA Rummage Sale

Let’s get ready to…RUMMAGE!

Neighbors can participate in the rummage sale on either June 6th or 7th, or on both days, anytime between 8 AM and 4 PM! While you are welcome to host a rummage sale on these days, please note that we have closed our registration form for new participants in order to publish the master list online. No new addresses will be added, but there will still be plenty of traffic in the neighborhood if you wish to join in!
